Bomb Threat Clears Zimmer Plant

A bomb threat at 3:33 a.m. this morning caused the evacuation of Zimmer Plant 10 in Boggs Industrial Park.

According to Warsaw Police Department Lt. Kip Shuter, a phone call was received from a digitally altered male voice reporting the threat. The caller allegedly stated “I will not tell you when it will detonate, but you better act fast.”

Plant supervisors and Zimmer security walked through the plant and could not find anything out of the ordinary. Once the building was cleared and no immediate threat found, employees were allowed to go back to work.

The investigation is continuing by Warsaw Police as to the origin of the call.

2:54 a.m. Thursday, April 16, US 30, east of North CR 500W, Atwood. Driver: Michael J. Fowler, 28, West Main Street, Warsaw. Hit deer. Damage up to $10,000.

5:52 p.m. Wednesday, April 15, 3104 Wooster Road, Winona Lake. Drivers: Gregory T. Kester, 52, East Wooster Road, Pierceton, and Marcelo B. Rosales Jr., 16, East Wooster Road, Pierceton. Kester didn’t see Rosales while he was backing his vehicle, resulting in a collision. Rosales then left the scene on foot. Damage up to $2,500.

12:07 p.m. Thursday, April 16, 2280 Provident Court, Warsaw. Drivers: Kristy E. Schmitt, 62, South Elaine Drive, Warsaw, and Caroline F. Mayer, 16, Country Club Road, Warsaw. The two vehicles collided when both drivers were attempted to back out of their respective parking spaces. Damage up to $10,000.

Officers with the Warsaw Police Department investigated the following incidents:

  • 11:27 a.m. Saturday, April 18, 1500 block East Sheridan Street, Warsaw. a residence owned by Ray G. Rockhill caught fire at 1510 Sheridan Street. The investigation is ongoing.
  • 8 a.m. Friday, April 17, 300 block North Indiana Street, Warsaw. the Warsaw Parks Department reported Central Park stage wing and gutters were damaged.
  • 3:56 p.m. Wednesday, April 15, 1000 block CR 400E, Warsaw. David B. Minnix reported receiving threatening text messages.
  • 6:49 p.m. Tuesday, April 14, 3900 block Corridor Drive, Warsaw. Midwest Construction Equipment reported a customer signed for a delivery but cancelled their credit card payment. The product was purchased through Ebay.
  • 12:21 p.m. Sunday, April 12, 800 block East Market Street, Warsaw. Rebecca A. Head reported a small, brown dog was left in an abandoned house. The investigation is ongoing.

Digital Forensics Comes To Warsaw PD

A mobile society has caused police agencies to adapt in their investigation techniques. Warsaw Police Department has taken that step to stay on top of today’s technology.

Earlier this year Warsaw City Board of Public Works approved for Warsaw Det. Jordan Foreman to not only receive training in digital forensics, but to purchase the equipment he will need for that task.

Digital forensics is the extraction of information from mobile devices as well as computers. Using the same technology as the Federal Bureau of Investigation and Indiana State Police, information pertinent to an investigation can be located, extracted and used in court. It can also provide investigatory information for officers.

While the technology has been available for a number of years, there has been a back log of waiting for the information to become available. Foreman noted Indiana State Police Crime Lab was one of a few agencies that could perform the digital forensics for cities such as Warsaw. “The problem is they are backed logged and an officer is often not there to explain what is needed, or the technician available to explain the findings. Now the officer can tell me what they are looking for and go from there.”

Fort Wayne and South Bend police departments also have officers trained and the equipment to provide digital forensic work, however, they mainly support their own departments.

Digital forensics is not something for a person who has no knowledge of the workings of a computer. Foreman has always been good with computers and has assisted the department in the IT area, as well as with social media investigations. “It morphed into a passion and criminal investigation,” he said.

What Foreman is now able to do with the program of Cellbrite is to look at any mobile device: USB drives, Macbooks, tables, cell phones, regardless of the suppliers of the mobile devices, and extract whatever evidence is needed by an investigating officer. The method to extract the information will stand up in court.

“We can’t rely on outside services,” he said. “So we decided to do it internally. It’s as quick as real time gathering.” If an individual gives an investigating officer permission to extract information from a mobile device, that device can be returned within hours. If a court order is necessary, that device cannot be released until the court allows the release.

Foreman stated it can take 15 minutes to all day to extract information, depending on the device and the system used in that device. “There are thousands of systems (on mobile devices and only a few for computers) and there are different steps,” he said noting programs for mobile devices are constantly changing. But he has the ability extract information regardless of the program. He also has a network group, ranging from Florida to Michigan and other states he can bounce ideas, suggestions and solutions off of, because they all have the same program.

1:15 p.m. Friday, May 8, Parker Street near Dubois Drive, Warsaw. Drivers: Mary L. Roberts, 75, CR 75E, Warsaw; David B. Fulkerson, 76, Red Squirrel Court, Warsaw. Roberts pulled out of a parking lot onto Parker Street into the path of Fulkerson, resulting in a collision. No injuries were reported. Damages up to $2,500

12:33 p.m. Friday, May 8, Detroit Street near Lyon Street, Warsaw. Drivers: Whitney N. Eads; Mark S. Lybarger. Eads pulled out of a parking lot headed north on Detroit Street and into the path of Lybarger, resulting in a collision. No injuries reported at the scene. Damages up to $10,000.

11:56 a.m. Friday, May 8, 2800 block of Frontage Road, Warsaw. Drivers: David Barbosa, 59, East Street, Winona Lake; Harry Caudill, 71, CR 400E, Leesburg. Barbosa was backing out of a parking lot and struck Caudill’s vehicle. Officers determined that Barbosa was driving on a suspended license with prior offenses. Damages: up to $5,000


UPDATE: Accident At Rozella Road and Fisher Avenue

accident rozella and sr 15 4At 3:05 p.m. Thursday, May 21, Warsaw Police Department, Warsaw-Wayne Fire Department and Multi-Township EMS responded to an automobile accident just north of the intersection of Rozella Road and Fisher Avenue (SR 15).

Rosemary Trump, 65, CR 300E, Claypool, stated that she was northbound on Fisher Avenue, and “the next thing she knew she was spinning.” Trump didn’t remember anything after losing control of the vehicle.

Austin L. Metzger, 24, CR 1400N, Wabash, was eastbound on Rozella Road, turning left onto Fisher Avenue. He stated Trump disregarded a red light. Trump and Metzger entered the intersection at approximately the same time. Metzger struck the driver’s side rear panel of Trump’s vehicle.

accident rozella and sr 15 2The impact forced Trump’s vehicle into a vehicle driven by James A. Griffard, 46, Iron Bridge Road, Cicero, who was southbound on Fisher Avenue and slowing at the traffic light. Trump’s vehicle struck the driver’s side rear panel and rear wheel of Griffard’s vehicle.

The driveshaft of Griffard’s vehicle was also damaged, requiring the vehicle be towed from the scene. A witness, who was behind Trump in traffic, reported Trump was driving erratically before running the red light.

Griffard was transported to Kosciusko Community Hospital for complaints of neck pain. No other injuries were reported at the scene. Damage was estimated up to $50,000.

At 4:12 p.m. Thursday, May 21, emergency personnel responded to a report of an accident at the 2500 block of Center Street, near the intersection of Eastlake Drive.

Jacob A. Rude, 27, 11th Street, Rochester, had just turned on to Center Street from Eastlake Drive. He states he was in the left lane and turned his left turn signal on to turn across traffic into a parking lot.

Rude pulled into the path of a vehicle driven by Mary L. Pratt, 54, Lake Street, Warsaw, resulting in a collision.

Rude stated that the driver of a stopped black Chevrolet motioned for him to execute his turn. Pratt stated that she only remembers traveling east on Center Street and a vehicle pulling in front of her.

Rude complained of head pain. He was treated and released by Multi-Township EMS at the scene. Pratt complained of pain in her lower right leg. She declined treatment at the scene but was later transported to Kosciusko Community Hospital to be seen by a doctor. Eva Pratt, 84, Lake Street, Laketon, a passenger in Mary Pratt’s vehicle, sustained a laceration on her forehead and her left eye was also injured.

Both vehicles had to be towed from the scene. Damages are estimated up to $10,000. Warsaw Police Department, Kosciusko County Sheriff’s Department, and Multi-Township EMS assisted at the scene.

The Warsaw Police Department and the Warsaw Breakfast Optimist Club will host the 2015 Law Enforcement in Action Day, 9 a.m. to noon, Saturday May 30, at Pike Lake Beach in Warsaw.

Below is the hour by hour schedule for the event:

  • Police vehicles on display: 9 a.m. to 9:40 a.m.

    SWAT bus, SWAT Humvee, Dive Team van, Rescue One boat, Harley Davidson police motorcycle, patrol cars, and patrol bikes will be on display. 

  • Warsaw dive team- mock drowning: 9:40 a.m. to 10:20 a.m.

    Members of the Warsaw Dive Rescue team will be responding and deploying the recently acquired Rescue One boat into Pike Lake during a 40 minute mock drowning/recover incident.

  • K-9 demonstrations: 10:20 a.m. to 10:50 a.m.

    Warsaw Police Department’s K-9 Mako and Kosciusko County Sheriff’s Department’s K-9 Rex will be showcasing their many talents, including narcotic detection and suspect apprehension techniques.

  • Taser demonstration: 10:50 a.m. to 11:15 a.m.

    A Taser instructor will conduct a training scenario using the Taser as a use of force. The instructor will demonstrate the proper deployment of the Taser and explain how the device works.

  • SWAT team – Distraction Device & Less Lethal Deployment: 11:15 a.m. to 11:35 a.m.

    SWAT members will deploy a distraction device and demonstrate the use of a less lethal device.

  • Police Vehicles/Equipment on Display: 11:35 a.m. to noon

    Children will be allowed to sit inside of police vehicles and handle police equipment.

     

    *For children and their families (all children under the age of 16 must be accompanied by an adult)

     

Sobriety Checkpoint Friday

Coordinator, Kosciusko County DUI Taskforce Indiana

County and local law enforcement agencies participating in the Kosciusko County DUI Taskforce will continue to conduct roving patrols and sobriety checkpoints during the month of May 2015. The sobriety checkpoint will be held from 10 p.m. to 2 a.m. Friday, May 29 in Kosciusko County.

This project is made possible through grants received by the Governor’s Council on Impaired and Dangerous Driving.

DUI: Taskforce Indiana is a year long statewide project aimed at reducing alcohol-related crashes, deaths and injuries. With the increase in traffic, the DUI Taskforce is committed to making the roads safer by their increased presence and DUI enforcement throughout Kosciusko County.
